Unidentified fungi Sheffield

It is growing amongst laurel with ivy at the base if that helps.

Hmmm! - looks like someone's had an accident with an expanding foam cartridge! 
Have you touched it? - What is its consistency?
If this is genuinely growing there, it must be one of the slime moulds - (myxomycetes).
They aren't fungi, but they are studied by some mycologists.
Wouldn't like to hazard a guess as to what it might be at this stage.
I'd suggest keeping an eye on it and photographing (and posting here), the changes that will undoubtedly occur over the next few days when it morphs into its final "mature" stage.

It looks exactly like expanding foam but it is not. I have just touched it and it has a hardish shell-like exterior. It is genuine and just appeared below my neighbour's from step and he has definitely not done any building work there. He just happened to cut back the growth there and uncovered the growth.
I will keep an eye on it and post more photos as and if it develops.

I have just found this pic online of Hazel Gloves which would seem to be the same as the one here. Thanks to Adam Pollard who also suggested it might be.
I think we will find a stick inside it when it is examined.

no, definitely not the same!
I even doubt that your finding shows a fungus at all.
If it is really not building foam, then may be it is something like the slime flux on Clematis.

How do I find out if it is a fungus. Shall I cut a lump off and photograph the inside. Any ideas welcome. I'm just interested in passing - no more.

It burnt, just like foam. So, that solves that. I wasn't trying to fool anybody, I simply didn't know what it was. Thanks for your help.
